Grand Jury Indicts Man on Charges of Rape on a Person With an Intellectual Disability

A grand jury indicted a Woburn man on charges related to rape. 


Middlesex District Attorney Marian Ryan’s office released a number of indictments that were handed down between April 26 and May 10, 2016. 


One of the indictments was for Richard Vargas, 49, of Woburn, who was charged with rape and indecent assault and battery on a person with an intellectual disability.


According to officials, on April 5, 2015, a woman reported to Burlington Police that she had allegedly been raped by the defendant, Vargas. On April 9, 2015, the defendant met with Burlington Police detectives. 


According to the report, the victim and the defendant are known to each other. 


These charges are allegations and the defendant is presumed innocent until proven guilty.
